فيما يلي نص النداء الموجه من قبل بعض المنظمات الحقوقية الكردية والسورية – منها مركز “عدل” لحقوق الإنسان – للأمين والعام للأمم المتحدة ورئيسة المفوضية الأوربية ورئاسة مجلس الأمن الدولي، بخصوص التهديدات التركية بالعدوان على مناطق “شمال شرق سوريا”.

منذ ساعات، تسيطر أجواء من الخوف والترقب على المناطق الشمالية الشرقية من سوريا، بعد القرار الأمريكي المفاجئ الذي يقضي بسحب القوات العسكرية الأمريكية من بعض النقاط الحدودية مع تركيا، تزامناً مع التصعيد والتهديد التركي المسعور باجتياح واحتلال مناطق شمال شرق سوريا التي تضم قرابة خمسة ملايين سوري من مختلف الأعراق والأديان من كرد وعرب وسريان وكلد وآشوريين وجركس وأرمن، حيث إن هذا التهديد التركي، يستهدف بالدرجة الأولى إحداث تغيير ديمغرافي واسع النطاق في المنطقة، والتمهيد لحروب عرقية مستقبلية بين مكونات المنطقة، من شأنها أن تسهم في تعقيد وتعميق المشكلة السورية وعرقلة المساعي الدولية الهادفة إلى حلها سلمياً وإيقاف نزيف الدم السوري.
إن العملية العسكرية المرتقبة تنذر بعواقب وخيمة وكارثة إنسانية تتمثل في تهجير وتشريد الملايين من سكان تلك المناطق الآمنة نسبياً بالمقارنة مع بقية المناطق السورية الأخرى، وهو ما يعني أنها ستتحول إلى عبء على الأمم المتحدة والاتحاد الأوروبي، ناهيكم عن مخاطر الاجتياح التركي على مصير الآلاف من عناصر ومقاتلي تنظيم “الدولة الإسلامية” المعتقلين لدى قوات سوريا الديمقراطية، والذين يشكلون قنابل موقوتة تهدد الأمن والسلام في العالم أجمع.
وعلى ضوء ما ذكرنا، فإن مصداقية الأمم المتحدة اليوم على المحك، إن لم تتحرك لاحترام ميثاقها الذي يشكل الاجتياح التركي المرتقب انتهاكاً وخرقاً فاضحاً له، كما هو الحال بالنسبة إلى المجتمع الدولي والعالم الحر، حيث بات الجميع أمام اختبار أخلاقي للوفاء بالتزاماته الأخلاقية تجاه القوى وشعوب المنطقة التي حاربت التنظيم الإرهابي نيابة عن العالم، وقدمت في سبيل ذلك الآلاف من الشهداء من خيرة أبناءها، وهو ما يتطلب تأمين الحماية لهم وردع تركيا عن تنفيذ تهديداتها.
نحن المنظمات الحقوقية والمدنية السورية الموقعة أدناه، نناشدكم للوفاء بالتزاماتكم الأخلاقية والقانونية تجاه شعوب المنطقة، والتحرك السريع والفوري للضغط على تركيا وحثها وردعها عن غزو واجتياح الشمال السوري، تجنباً للمجازر التي قد تحدث هناك بحق السكان المدنيين الآمنين، على غرار ما حدث في منطقة عفرين.

A few hours ago, an atmosphere of fear and anticipation dominated the northeastern areas of Syria, following the sudden US decision to withdraw US military forces from some border points with Turkey, coinciding with the escalating Turkish threat to invade and occupy the areas of northeast Syria, which includes nearly five million Syrians. This Turkish threat is primarily aimed at bringing about large-scale demographic change in the region, and paving the way for future ethnic wars between the components of the region, which will contribute to the complexity and deepening of the region. The Syrian problem and the obstruction of international efforts aimed at solving it peacefully and stopping the bleeding of Syrian blood.
The anticipated military operation portends serious consequences and a humanitarian catastrophe: the displacement and displacement of millions of inhabitants of these relatively safe areas compared to the rest of the other Syrian regions, which means that it will become a burden on the United Nations and the European Union, not to mention the risks of the Turkish invasion on the fate of thousands of elements ISIS fighters detained by the SDF, who are time bombs that threaten peace and security worldwide.
In light of the above, the credibility of the United Nations today is at stake if it does not act to respect its Charter, which constitutes a flagrant violation of the Turkish invasion, as is the case with the international community and the free world, where everyone is facing a moral test to fulfill their moral obligations to the forces and peoples. The region, which fought the terrorist organization on behalf of the world, has provided thousands of martyrs from the finest of its children, which requires the protection of them and deter Turkey from carrying out its threats.
We, the undersigned Syrian civil and human rights organizations, appeal to you to fulfill your moral and legal obligations towards the peoples of the region, and to act swiftly and immediately to pressure Turkey to urge it and deter it from invading and invading northern Syria, in order to avoid the massacres that may occur there against the safe civilian population, as happened in the Afrin region.

Il y a quelques heures, une atmosphère de peur et d’anticipation a dominé les régions du nord-est de la Syrie, à la suite de la décision soudaine des États-Unis de retirer leurs forces militaires de certains points frontaliers avec la Turquie, ce qui coïncide avec l’escalade de la menace turque d’envahir et d’occuper les régions du nord-est de la Syrie, qui compte près de cinq millions de Syriens. Cette menace turque vise principalement à provoquer un changement démographique à grande échelle dans la région et à ouvrir la voie à de futures guerres ethniques entre les composantes de la région, ce qui contribuera à la complexité et à l’approfondissement de la région. Le problème syrien et l’obstruction des efforts internationaux visant à le résoudre pacifiquement et à mettre fin au bain de sang syrien
L’opération militaire prévue laisse présager de graves conséquences et une catastrophe humanitaire: le déplacement de millions d’habitants de ces zones relativement sûres par rapport au reste des autres régions syriennes, ce qui signifie que cela deviendra un fardeau pour les Nations Unies et l’Union européenne, sans parler des risques de l’invasion turque sur le sort de milliers d’éléments Les combattants de l’Etat islamique arrêtés par les FDS, qui sont des bombes à retardement qui menacent la paix et la sécurité dans le monde.
À la lumière de ce qui précède, la crédibilité de l’ONU est aujourd’hui en jeu si elle n’agit pas dans le respect de sa Charte, qui constitue une violation flagrante de l’invasion turque, comme c’est le cas de la communauté internationale et du monde libre, où chacun est mis au défi moralement de remplir ses obligations morales envers les forces et les peuples. La région, qui a combattu l’organisation terroriste au nom du monde, a fourni des milliers de martyrs parmi les plus beaux de ses enfants, ce qui nécessite la protection de ces enfants et dissuade la Turquie de mettre à exécution ses menaces.
Nous, les organisations syriennes de défense des droits de l’homme et de la société civile soussignées, nous vous appelons à respecter vos obligations morales et juridiques envers les habitants de la région et à agir rapidement et immédiatement pour faire pression sur la Turquie afin qu’elle exhorte et dissuade le nord de la Syrie afin d’éviter les massacres qui pourraient avoir lieu là-bas contre la population civile en sécurité, comme dans la région d’Afrin.

Vor ein paar Stunden herrschte in den nordöstlichen Gebieten Syriens eine Atmosphäre der Angst und Vorfreude, nachdem die USA plötzlich beschlossen hatten, die US-Streitkräfte an einigen Grenzpunkten zur Türkei abzuziehen. Gleichzeitig drohte die Türkei, in die Gebiete im Nordosten Syriens, in denen fast fünf Millionen Syrer leben, einzufallen und sie zu besetzen. Diese türkische Bedrohung zielt in erster Linie darauf ab, einen umfassenden demografischen Wandel in der Region herbeizuführen und den Weg für künftige ethnische Kriege zwischen den Komponenten der Region zu ebnen, die zur Komplexität und Vertiefung der Region beitragen werden. Das syrische Problem und die Behinderung internationaler Bemühungen zielten darauf ab, es friedlich zu lösen und das Ausbluten von syrischem Blut zu stoppen.
